My friend copies art ideas from a websites but completely redesigns them?

Basically he traces the basic outline to specific art pieces. Then changing the aspects up differently so its not exactly a rip off... Could this be considered illegal? I have seen the comparisons to the art, and they look nothing alike from one and another just the stance, and all that .
