Web designer as business?

I started my own work at home web designer business. The thing is its been quite a while and i'm not getting any customers. I've already put flyers all around. As I surf around the internet I see websites that clearly need a redesign. How would I ask them if I could redesign their website? Like could you guys help me word my sentence so I could ask them if I can redesign their website. I mean when they get my e-mail it'll sound more of as a scam. So what do I do now? Help me!!!
